INDIANAPOLIS, Ind. – UW-Stevens Point Director of Athletics
Brad Duckworth has been named as Chair of the Division II and III Playing Rules Oversight Panel (PROP), a joint committee responsible for overseeing and approving playing rules across both divisions, the NCAA announced.
PROP plays a vital role in maintaining the integrity, safety, and consistency of NCAA sports. As Chair, Duckworth will lead efforts to:
- Approve rule changes and oversee playing rules committees
- Recommend creation or dissolution of rules committees
- Monitor non-NCAA rules
- Guide research, communication, and budget recommendations
- Ensure consistency across sports (e.g., fighting, language policies)
- Review rule changes affecting finances, safety, and game image
- Manage secretary-rules editor selections and term waivers
The panel includes representatives from both divisions, with members appointed by their respective governance structures. Committee members include:

PROP will continue to support a federated model that preserves divisional autonomy while promoting consistency across sports.
As the NCAA explores governance changes in Division I, Division II and III will continue to collaborate on rules changes, maintain a unified rule book per sport, and ensure that member feedback remains central to the process. PROP will ensure that playing rules reflect the values and priorities of member institutions.
